S1851 - AN ACT RELATIVE TO THE ALCOHOL BEVERAGES CONTROL COMMISSION

 

POSITION:   The Association is in favor of increasing the number of liquor licenses Massachusetts retail food stores and other qualified operators can hold throughout the state from the current limit of three to twenty.  Currently retail food stores are allowed only three liquor licenses statewide.  Massachusetts consumers pay some of the highest prices in the country for alcoholic beverages.  Stores in Massachusetts lose many customers who cross the borders to buy more cheaply.  This legislation would create a more competitive marketplace by allowing consumers a wider choice in making their purchasing decisions.

 

REASONS:   

                        1.         This legislation does not increase the total number of licenses available in the Commonwealth.  Each city and town would continue to maintain its quota of licenses and their local authority for granting or not granting licenses;

 

                        2.         This legislation does not change the limitations of one corporation license per town and two corporation licenses per city restrictions;

 

                        3.         Since cities and towns do not have many available licenses, this would make those currently held licenses more valuable;

 

                        4.         It would allow consumers the convenience of purchasing alcohol (particularly beer and wine) along with their groceries as consumers in bordering states are currently able to do.  Connecticut, Maine, New York, Vermont and New Hampshire all allow the sale of beer and/or wine in all retail food stores.

 

                        5.         Companies that obtain more than three licenses would pay $5,000 to the ABCC upon approval of their application for this option, which could be used for enforcement and education.
