H1323 - AN ACT CREATING A FINE STRUCTURE FOR THE THEFT OF BULK MERCHANDISE CONTAINERS

PROPOSAL:

This legislation establishes a fine structure for the theft of bulk merchandise containers used to transport items such as dairy products (milk crates), bakery products (bread trays), beverages, eggs, etc.

REASON:

These containers and trays are constantly stolen from retail loading docks, stores, manufacturers and distributors for the value of their material, the plastic from which they are made.  They are typically brought to a recycling center where they can be sold at the going market price for the commodity that they are made from.
