MA HOUSE/SENATE PICK LEADERSHIP, CHAIR POSITIONS,

On February 6 the MA House of Representatives chose its leadership and Committee Chair positions, a week after the Senate had announced assignment of its leadership and Chair positions.  There were no drastic changes in the House, and most of the leadership and Chairmanship positions were kept the same from last session.  Representative Byron Rushing (D-Boston) was elevated to Assistant Majority Leader after a dispute last session between Speaker DeLeo and Representative Charles Murphy who held the leadership position.  In the Senate, some of the more relevant changes include:

·        Senator Stanley Rosenberg (D-Amherst) has been promoted from President Pro Tempore to Majority Leader, the number two spot behind President Murray;

·        Senator Richard Moore (D-Uxbridge) moved into Senator Rosenberg’s old leadership position of President Pro Tempore from chairing the Health Care Finance Committee;

·        Other Senate leadership changes include elevating Senator Harriette Chandler (D-Worcester) to take over for outgoing Senator Jack Hart (D-Boston) as assistant majority leader, Senator Karen Spilka (D-Ashland) as majority whip, and Senator Mark Montigny (D-New Bedford) as assistant majority whip.  Please contact the office for a complete list of changes.

MFA MAINTAINS SEAT IN FRAMINGHAM BUNKER DURING STORM

During the recent major snow storm, which began Friday, February 8 and lasted through Saturday, February 9, MFA maintained a seat in the Massachusetts Emergency Management Agency’s (MEMA) Emergency Operations Center in Framingham, otherwise known as the “bunker”.  MFA manned a seat there on Friday and Saturday and helped to coordinate activity to keep our industry’s trucks on the roads during the statewide travel ban declared by the Governor while assisting in the coordination of power restoral to our members’ locations.  MFA continues to work closely with MEMA and members of the Administration on emergency preparedness and response on behalf of the entire food industry.  Please contact the office if you have any questions.

FEDERAL HEALTH CARE NOTICE DISTRIBUTION DELAYED

The next phase of PPACA implementation would have required the distribution of a notice to employees regarding the availability of health insurance coverage and tax credits/subsidies through marketplaces [exchanges] in their home state on March 1, 2013.  The Department of Labor has concluded that the notice requirement under FLSA section 18B will not take effect on March 1, 2013 for several reasons.  The Department of Labor expects that the timing for distribution of notices will be the late summer or fall of 2013, which will coordinate with the open enrollment period for Exchanges.  The Department of Labor is considering providing model, generic language that could be used to satisfy the notice requirement or provide alternative means for compliance.  We will keep you informed, please contact the office if you have any questions.
