MFA FREE SEMINAR ON IMPLEMENTATION

OF FEDERAL AFFORDABLE CARE ACT

On July 10 MFA will hold a seminar on the impending Federal Affordable Care Act and how it will affect employers in the Commonwealth.  This informative presentation will cover both small and large business requirements, deadlines, and plans of action needed to be prepared for the federal insurance mandates taking effect.  The seminar will discuss how the ACA will affect Massachusetts businesses and what options are available to employers.  Please contact the office for more information.

 

GOVERNOR TO DECIDE ON SENATE PROPOSAL TO BRING MA HEALTH CARE INTO COMPLIANCE WITH FEDERAL PROPOSAL

On Wednesday, June 26 the Senate approved legislation that will require Massachusetts businesses to meet certain requirements for mandated health insurance coverage by employers to meet the new federal requirements under the Federal Affordable Care Act.  The measure was sent to the Governor from the Senate with a request for a waiver from the Act’s insistence that states limit rating factors used to calculate small group premiums from nine to four considerations – age, family size, geographic area and tobacco use.  State law allows for additional consideration of industry, participation rate, group size, intermediary discount and group purchasing cooperatives.  The Governor received the bill for signing into law on June 28.  We will keep you informed.

 

MFA TESTIFIES AT HEARING ON PLASTIC BAGS & POLYSTYRENE

On Thursday, June 27 MFA offered testimony on the following proposals which were heard before the Joint Committee on Environment, Natural Resources and Agriculture:

S370 - Legislation prohibiting polystyrene packaging by 2017 - MFA offered testimony in opposition to this proposal;

S369 - Legislation banning plastic bags by 2017 - Although mislabeled as a polystyrene ban, this legislation seeks to ban plastic bag distribution in Massachusetts by 2017.  MFA offered testimony in opposition to this proposal, along with opposition to H787, which also seeks to ban plastic bags.

On a related note the Joint Committee on Municipalities and Regional Government will hold a public hearing on July 9 and will take testimony on S953 - legislation prohibiting the sale or use of polystyrene packaging in the Commonwealth unless the vendor or user of the polystyrene can show that they are “…actively engaged in a comprehensive effort to recycle the polystyrene packaging materials that it generates.”

 

TRANSPORTATION BILL TO GOVERNOR FOR SIGNING

On June 26 the MA House and Senate finalized transportation legislation (H3535) and sent it to the Governor for his signature.  The measure is designed to help repair our roads and bridges and relies on an increase in the gasoline tax, application of the sales tax to “…telecommunication and computer system design services and the modification, integration, enhancement, installation or configuration of standardized software,” among other means.  It is still unclear as to exactly what specific “design services” or computer related services the sales tax will be enforced upon (see section 49 of the bill).  It is now up to the Governor to sign the bill into law or send it back to the Legislature.  Please contact the office if you have any questions.
