MA FAMILY LEAVE LEGISLATION RELEASED FAVORABLY

On Tuesday, October 8 the Joint Committee on Labor & Workforce Development released favorably three proposals mandating paid/unpaid leave for employees, including:

·        S853 - Legislation mandating employment leave for victims of domestic violence, stalking and abuse.  It calls for companies with 50 or more employees to allow for 15 days of leave annually with or without pay if their employee or a family member is subject to such abuse;

·        S865/H1774 - Legislation which extends parental leave that female employees presently have to male employees for birth, adoption or placement of a child.

Two previous parental/family leave proposals had already been discharged from the Joint Committee on Children, Families & Persons with Disabilities, including S33, which was discharged favorably to House Ways & Means on June 19 and is similar to S865/H1774 mentioned above, and H79, which establishes a “family fund” employees pay into and can withdraw from to cover expenses while on leave.  This bill was discharged to the Joint Committee on Health Care & Financing.

 

FEDERAL HEALTH CARE ENROLLMENT DEADLINE

SOONER THAN EXPECTED

According to the Boston Globe, uninsured individuals will have to enroll in an acceptable health care plan close to Valentine’s Day 2014 to avoid penalties for being uninsured, more than six weeks earlier than an earlier reported deadline by the Obama administration.  The reason cited is that coverage usually starts at the beginning of any given month and it takes up to fifteen days to process applications.  Individuals must be covered by March 31 to avoid penalties, so applications should be sent in by mid-February to start coverage by March 1.  Penalties start at $95 for 2014 and escalate for each year of non-enrollment.

 

ORGANICS DIVERSION NEWS

As the MA DEP continues towards its landfill ban on organics for larger producers of organic waste (one ton per week) by July 2014, the following useful information is offered:

·        The Northeast Recycling Council’s (NERC) fall conference being held October 29 - 30, 2013 in Northampton, MA will focus on Organics Management in the Northeast.  For more information on the agenda and to register, visit: http://www.nerc.org/conferences-and-workshops/agenda;
