MA SENATE REJECTS HOUSE PROPOSAL TO FREEZE UI RATES
On Thursday, February 13 the MA Senate rejected an amendment to a supplemental budget proposal (S2010) offered by Senator Bruce Tarr that would have frozen the state’s unemployment insurance rate at the present schedule of “E”, only one day after the House approved their version of a supplemental budget proposal (H3903) with the same amendment (Section 28) intact. The two proposals will now go to a Conference Committee to work out the differences between the two versions. It was stated that there is a belief in the Senate that a more comprehensive approach to UI reform (S2003) will take place before UI bills go out to businesses in April, and a standalone proposed amendment, to freeze rates was not necessary if S2003, which contains a freeze in rates along with other provisions (see February 10 News Scan), becomes law in time.
HEARINGS BEING SCHEDULED FOR MA INITIATIVE PETITIONS
As required by the initiative petition process, the MA Legislature has begun scheduling public hearings on ballot initiatives that are making their way towards the November elections. To date the hearing on the Bottle Bill Expansion initiative petition proposal H3438 has been scheduled for March 6, 10:00AM. To date the hearings for the legislative proposal for the proposed initiative petition on Paid Sick Leave H3845 and the Minimum Wage Increase H3486 are TBD.

ACA Final Regulations on Employer Mandate issued
According to the National Grocers Association and the Food Marketing Institute, the Treasury Department and Internal Revenue Service (IRS) issued the final regulations for the employer mandate on February 10, 2014. A memo explaining these regulations in full can be found by clicking here.
CBO Report on Minimum Wage
On February 18, the Congressional Budget Office (CBO) released a report on President Obama's proposal to raise the minimum wage to $10.10 per hour saying it would cost over 500,000 jobs in 2016 and potentially pull 900,000 people out of poverty. The report also stated that employers will "face a larger shock" in cost of business, compared with smaller increases. To read the report, click here.
