On November 3rd, following the court rulings of October 31 from Massachusetts and Rhode Island ordering the government to restore SNAP benefits, the federal administration stated it will cover 50% of eligible households’ current allotments of food assistance by tapping into contingency funds. On November 4 the Food and Nutrition Service (FNS) distributed guidance to States regarding SNAP benefits and administrative expenses for November 2025. Due to limited federal funding, the 50% reduction applies to November 2025 benefit issuance and does not impact any prior benefits. This information is available on FNS website https://www.fns.usda.gov/snap/benefit-administrative-expense-update-Nov-2025. According to the MA Department of Transitional Assistance (DTA), the Department will begin sending partial November SNAP benefits to clients next week. DTA stated “…cutting the maximum benefit in half creates a compounding effect on the benefit calculation that will leave many families receiving far less than half of their normal benefits, and some with no benefits at all.” When we have more information on benefit disbursement we will let you know.
